Preheat oven to 425 F
Combine flour, baking powder, cinnamon and salt in a bowl with a whisk until all clumps are broken up.
In a separate bowl, combine eggs, oil, sugar, buttermilk and vanilla and mix well.
Pour the wet ingredients into the dry ingredients and mix until all ingredients are incorporated well - be careful not to over mix
Fold in raisins
Spray muffin tins with non-stick cooking spray
To make the cinnamon topping, combine cinnamon, sugar and butter with a fork until it makes a crumble
Fill muffin tins half way full, then sprinkle about half of the crumble mixture over the muffins
Top muffins with remaining batter, followed by remaining cinnamon topping
Bake at 425 for 5 minutes, then bump temperature down to 350 F and bake for an additional 11-2 minutes, or until muffins spring back when center is pressed
